Criminal Complaint Filed Against CTA Treasurer For Removing Town Property

Kirk Carr had petition by pro-democracy demonstrators in his possession at his home.

 

In an odd turn of events following a June 20 , Kirk Carr, treasurer of the , is accused of removing a town document from the Board of Selectmen's table in the Green Room.

The document is a petition signed by 450 pro-democracy folks that had been handed to the Board of Selectmen at the start of their 9am Special Meeting which followed the rally.

The document was sitting on top of the table where the selectmen were seated.

The CTA has made it clear that they want the April 11 referendum vote overturned or the funds reduced for the new Morgan School. The pro-democracy demonstrators want the vote to stand.

First Selectman Willie Fritz said he was advised by the , as the representative of the town, to sign a criminal complaint against Carr.

"I was advised that this needed to be done in order to protect the rights of 450 people who signed the petition," said Fritz. "By taking it, and if the petition is found valid, Carr therefore stopped the process."

Fritz said that one of the members of the Board of Selectmen witnessed Carr take the petition.

"That selectman called Carr, spoke to him, drove to his house, and brought the petition back to town hall," said Fritz.

Fritz said the police wrote up his complaint and he signed it.

The police will conduct an investigation into the matter.

Carr was contacted for comment on this article and said he had been advised by his attorney to not speak on the matter.

The Connecticut State Statute Sec. 53-153 that pertains to the incident is as follows:

Unlawful removal or alteration of records. Counterfeiting seals. Any person who, wilfully and corruptly, takes away, alters, mutilates or destroys any book, record, document, archive or other property in the possession or custody or under the control of any institution, board, commission, department or officer of the state or any county or municipality or court, or who counterfeits the seal of this state or the seal of any court or public office entitled to have and use a seal, and makes use of the same, or, with evil intent, affixes any of the said true seals to any document, or who has in his possession any such counterfeited seal, and wilfully conceals the same, knowing it to be falsely made and counterfeited, shall be imprisoned not more than ten years.
