Nod Rd. Project

Nod Rd. has been all repaved, but now there are places along the road that have been sprayed in white paint saying CBYD, does this mean that they have to dig up this road again? What is going on, I think we have a right to know, whether  IF AGAIN, someone screwed up this project too.
